WA Big Horn Preference Points Concern

As a resident of Washington State I now have 23 earned preference points for Big Horn and have yet to be drawn. I find it concerning that the State hunting regulations say an average of 11 points are needed to draw. WDFW says our draw system is a weighted one, giving preference to those who have put in the longest. I've put in for 23 years, yet others with an average of 11 points seem to consistently get drawn? When I call or email the WDFW they seem challenged by my asking and say I'm just unlucky and they so far have not offered statistical facts. What am I not understanding about the WDFW weighted point system? My hunting buddies seem to think the WDFW controls who actually gets drawn and make fun that if and when I ever do get drawn, I'll be too old to climb the mountain! They're not that far off! Is this normal putting in for Sheep draws and can anyone help explain statistically how hunters consistently with half my points, get drawn in a supposed weighted system? Thanks!

Sorry no--I was able to find three other guys to go, and made a deal with the outfitter to take our wives along. We will go the last week of April, 2018. Thanks for checking though.
Arizona Archery Javelina

I was wondering if anyone has any advice on hunting these little guys. It will be my first Javelina hunt so I was just doing some research. I will be hunting 17A, 17B, 18B, 19A, 19B, and 20A. It is in the Kingman Region. Thanks for the info in advance.
